Robert Alai queries Nairobi County Secretary acting for more than six months

Kileleshwa Member of County Assembly Robert Alai has requested a statement from the select committee on labor and Social welfare regarding the ‘over-acting’ of Nairobi City County Secretary Patrick Anallo.

Alai stated that the committee should investigate and report on when the executive is planning to nominate the County Secretary for approval of the assembly in line with section 10 of the Public Appointment Act 2017.

“The Chairperson should inquire into and report on when the appointing authority will be nominating for approval by the county assembly a suitable person for the County Secretary.” Alai stated.

The legislature stated that Anallo who is also the Chief Officer for urban development and planning has been ‘sleeping’ on his job on the approval of buildings especially in his ward which has led to buildings going to a level that is not recommended in the said area.

“He has been using his position to go against the zoning regulations and using sub-county officials to approve building plans without the involvement of residents.” He said.

“How long shall he allow the illegalities to continue? He is using authority in acting capacity to destroy the environment single-handedly. It is high time for Sakaja to take Anallo out of the county.” he added.

This comes a few days after the MCA was assaulted while he had gone to a construction site on a Sunday to inquire why they were building in hours against the law.

Last year, it was revealed that a junior officer, Fredrick Ochanda who is the acting director for development has been approving building approvals without the knowledge of the county officials.

Ochando told the county assembly committee on planning that he had approved over 6000 building plans without the knowledge of the CEC for Urban Planning Stephen Gathuita Mwangi.

The urban technical committee that gives approvals for construction has also been on the spot for approvals contravening zones.

According to section 34 of the Public Service Commission Act 2023, an officer may be appointed in the acting capacity for a period of thirty days but not exceeding six months.

On April 13, 2023, the Nairobi governor appointed Anallo as the Acting County Secretary taking over from former acting county secretary Jairus Musumba who was shown the door after he was rejected by the assembly.

The MCAs didn’t find him suitable for the position as he failed to respond to most questions that were posed to him during vetting, raising questions about his competence.

During the appointment, Anallo was not new in the corridors of City Hall as during the reign of former Governors Mike Sonko and Ann Kananu, Analo served as Deputy Director, Urban Development and Planning in the city County.
